The Village of Evendale
Organizational Council Meeting
December 1st, 2011



The Village of Evendale Organizational Council Meeting was called to order by Mayor Apking at 8:00pm.

The following council members were present: Mayor Don Apking, , Mr. Stiney Vonderhaar, Mr. John Ranz, Jr., Mr. Chris Schaefer.   Mr. Doug Lohmeier was absent.   Also present:  Fire Chief Rick Cruse, Police Chief Niel Korte, Village Clerk, Barb Rohs, Village Solicitor, Tim Burke and Assistant to the Mayor, Jack Cameron.

First item on the agenda was the “oath of office” to Mayor Don Apking, council members Mr. Albrinck, Mr. Ranz and Ms. Catherine Hartman.  Each took the oath of office and introduced their families.

Council went into executive session to select Vice Mayor and President of Council.

Mayor Apking presented Resolution # 11-10 CONFIRMING ELECTION BY MAJORITY VOTE OF VICE MAYOR AND PRESIDENT OF COUNCIL AND DECLARING AN EMERGENCY.  Mr. Vonderhaar will by Vice-Mayor and Mr. Ranz with be President of Council.   A motion to read # 11-10 by title only was made by Ms. Hartman, seconded by Mr. Schaefer and unanimously approved on roll call. A motion to suspend the second and third readings of # 11-10 was made by Mr. Schaefer, seconded by Ms. Hartman and unanimously approved on roll call. A motion to adopt # 11-07 as an emergency was made by Mr. Vonderhaar, seconded by Mr. Albrinck and unanimously approved on roll call. Mayor Apking declared # 11-10 adopted as an emergency.


Mayor Apking announced council committee and commission appointments.

Police, Fire and Recreation Committee:  John Ranz, Doug Lohmeier, and Stiney Vonderhaar.  Mr. Lohmeier is head of the committee.

Finance, GHF, Service, Engineering and Recreation:  Chris Schaefer, Jeff Albrinck and Catherine Hartman.  Mr. Schaefer is head of the committee.

Mr. Cameron addressed council explaining the Health Insurance HIRT recommendations packet that each council member received.  The HIRT committee is recommending changing from United Healthcare to Anthem ERC.  The Anthem ERC is an 18 month program with a wellness component built into the policy.  It is a selective pool of companies who desire to have a wellness program as part of their efforts to control costs.  The employees’ deductible will increase to 2500/5000.  The HIRT committee recommends changing from Dental Care Plus to MetLife.  Humana Vision will stay the same. Council will meet “as a whole” on December 5th to discuss healthcare and budget.  

A motion to adjourn was made by Mr. Vonderhaar and seconded by Mr. Albrinck and unanimously approved on roll call.  Meeting was adjourned at 8:40.
